Queue API errors use:

409	`REPLAY_DETECTED`, `IDEMPOTENCY_CONFLICT`, `QUEUE_UNIT_EDGE_MANAGED`

Log the stable code, HTTP status, correlation ID, and operation identity. Do not log API keys, raw PINs, or webhook secrets.
